TELL bug fixes

Sending a tell to a non-logged in player should no longer generate error messages when attempting to save the reply name to the target character.

TELL RECENT works again, keep in mind it's not a retroactive change, so until you start getting some new tells, it'll mostly show old tells from before the TELL command was redone.
[GMCHAT Uyoku]: Octum is when the octumbunny comes around and lays pumpkins everywhere right?
[GMCHAT Rias]: Dimmes says "oh hai :) u need healz? ill get u dont worry thaum lasers pew pew pew lol"
