Mistral Lake Barge handlers fired and replaced

After numerous complaitns to management, Mistral Lake has fired and replaced the dock workers for the barge. Which is to say, rather than running off the current time and waiting for it to hit an exact mark, the barge now counts ticks. It should be MUCH faster now, since it seemed to be frequently skipping over those marks, sometimes multiple times in a row.

And no, there's not a real IC thing going on here, I just thoguht it'd be cute to refer to it in that way.
